Skyscraper construction—as in the rise of tall buildings—is down from its 2006 peak, according to new data, save for some obvious exceptions: Jeanne Gang's Aqua tower in Chicago, Trump International Hotel & Tower, also in Chicago, and One World Trade Center, which is underway in NYC.
