The city of Sandpoint has passed an ordinance that requires owners of feral cats to make sure they don't upset neighbors. The ordinance came after one resident complained of a dozen feral felines roaming his neighborhood and micturating upon his garden. Unfortunately, after recent budget cuts, animal control is low on local law enforcement's priorities. [Bonner County Daily Bee]
