The Council on Tall Buildings and Urban Habitat has found that the race to build the tallest tower on Earth produces lots of wasted space. Unoccupied space at the top of the Kingdom Tower, currently under construction in Saudi Arabia, "prompted us to explore the notion of 'vanity height' in super tall buildings"; moreover, the U.A.E. has "an average of 19 percent useless height across all of its tallest buildings."
