It's a matter of inches in Flagstaff, where the city and citizens are debating snow removal rules in the mountain town that sees about 100 inches of snow each year. For decades, city crews plowed the streets after 3 inches or more snow fell, but last year to save money it was changed to a 4 inch minimum. What will it be this year? We're on the edge of our seats.
