A new cannabis operation set to open in Aspen will be the town's fifth recreational shop, matching Breckenridge as the two ski-resort towns with the most marijuana businesses in Colorado. But whereas Breckenridge just instituted a Main-Street moratorium on pot shops downtown, Aspen has let the free market dictate how many recreational shops can operate in the downtown core.
