The decision to cover the front of this South Korean building with house-shaped protruding windows is not so much explained as described in the Dezeen article about it—the closest we get is that "the design is a reaction against the current influx of multi-storey blocks that look the same on the outside." This building definitely does not look the same as the surrounding buildings, or any buildings anywhere, so in that sense...mission accomplished?
