Norway Is Going to Spend Nearly $1 Billion on Bike Highways

The question is: will people actually use them?

In today's installment of Scandinavia Is A Very Good Place, Norway was announced that it will spend 8 billion Norwegian Kroner ($923 million) on 10 two-lane bicycle highways, connecting the country's nine largest cities to the outlying suburbs. This could contribute significantly with Norway's stated goal of cutting carbon emmissions by half. Critics, however, point to the fact that Norway is relatively cold, dark, and mountainous as reasons why people don't really like to bike there very much right now, and probably still won't even with the introduction of the highways.
